The following must be completed before page flow editor can be added to web-cluster.

1) Palette removed until completed (M10)
2) Layout Functionality completed
3) Standard Actions Completed  (including listening to Filesystem Changes)
4) Add functionality to only show certain page types (which will be Hardcoded
until I can create a filter in M10).

Before I can meet the quality criteria, I will need 99325 fixed.  When a rule is
removed from the model and it doesn't notify it listeners, it makes page flow
look wrong.
