Please fix the typo in web/ Bundle.properties. ./web/core/src/org/netbeans/modules/web/wizards/Bundle.properties A11Y_DESC_TargetPanel=In this wizard panel you shoud set the file name, location and other specific information for new {0} file. I think "shoud" should be "should".
