I started netbeans with -J-Dorg.openide.util.NbBundle.DEBUG=true --nosplash option
and found that 'build' and 'debug' toolbar name are not localized.

To reproduce:

1. Select View -> Toolbars
2. 'build' and 'debug' check box is displayed in menu but those are not i18ned.

either incorrect or duplicate issue; am closing as invalid.
this filer has filed several other invalid issues today.
