Most Ruby gems are from rubyforge.org, but not all of them.  In addition, I download gems to my computer and install 
them into native Ruby from there.  At work, we also have the particular version of gems we use under version control 
and check them out.

It would be great to to be able to specify a location on my computer from which to install a Ruby gem.  Some versions 
of Watir are only available from http://www.openqa.org/.  If I cannot install from there, I need to be able to 
download it to my system and install it from there.

Hi Jim. Is the implemented issue 125000 enough for you? If no, please reopen. Note that dialog 'Install Local' button
remember the last place (path on disk) where you pickup your gems.
