If the deployment directory for PHP files is not writeable by the current user (the default case when using Apache with
Solaris, as the htdoc directory is owned by root), the error message is very vague and unhelpful.

We should at a minimum suggest there may be a permissions problem and suggest to the user that they may need to fix this.

Making this a P2 because it is related to Apache integration and because it can cause a lot of confusion for the end
user trying to figure out what is wrong.

Should be already fixed by new project wizard.
