php only distro

-open Tools -> Template manager

=> there are visible some folders which does not make sense for this distro - JSP_Servlet, Ruby
=> there are some templates which user cannot create in a php project using new file wizard - css (see issue 134587),
OASIS XML Catalog, XML Parsed Entity

Issue of the Template manager not PHP.

reassigning to ruby. Hide your templates. Then assign to jsp. Thanks.
