This issue is closed with NetBeans IDE 6.5.1 (Build 200904031800).

QA has confirmed that when adding a Referenced Resource, an "Open" dialog box is displayed which allows the user to
browse to any existing project and select any .xsd, .wsdl, or .bpel file and add it to the desired project. In addition:

a) the Referenced Resource designation correctly shows the path to the project and file
 and
b) the the catalog.xml file is updated with sufficient information to identify the resource.
