I believe it's a general IDE editor UI issue. The clients do not control the outline. Perhaps Windows related, because it seems to work fine on my Ubuntu/Gnome. I suspect the bottom of docs popup is 'behind' the Win OS taskbar. Do you have your taskbar set to automatically hide? Yes, I think it is Windows related issue. If I set taskbar to automatically hide, then everything is fine, but not all customer have this setting (and probably most of them don't). *** Issue 150309 has been marked as a duplicate of this issue. *** Should be resolved LATER.
