palette settings (expanded/collapsed categories, big/small icons) are already being imported.

if you want custom palette content imported from previous versions of netbeans, please file issues against individual
palette providers (form designer, html etc). palette infrastructure module has no control over the palette sources

I have modified Import User Settings specification for NetBeans 6.5 (http://wiki.netbeans.org/NB65SettingsMigration) to 
include GUI builder settings. Now it is up to core/updater to implement this specification. Hence, marking as duplicate 
of issue 135356.
