How to reproduce: 

1) Choose any Java (or PHP or other) project and in it's properties set project specific formatting. 
2) Now, open any file from that project, go to Options -> Editor -> Formatting and try to edit the formatting. Despite
that you will see the live-preview, the changes will not be applied to the file you're editing (for an obvious reason,
it has it's own project specific formatting now). There i

If there is a significant amount of time between steps 1) and 2) or if they were done by different people, users'
perception can be that changing the formatting just doesn't work, for no reason.

Solution: 
We should add the warning to be displayed in tools-> Editor -> Formatting if the currently open file belongs to a
project which has project specific formatting enabled. 

I'm not sure if this is a defect or enhancement. So far, AFAIK, nobody complained, but obviously this could pose a
problem in some situations.

This will be resolved later, would require vast changes.
