I think that this is meant for PHP debugger. JPDA debugger already fronts NB when a breakpoint is hit (on Windows only). Martin, thanks for the explanation. So it has to be done on our side. Petr, I filed separate issues for these suggestions: 150738, 150739. Stopping debugging session after closing a browser window doesn't work yet.
