Impossible to use artifacts from remote resources:

1. Create a BPEL (or other) project
2. Add empty schema schema.xsd
3. Add reference to *remote* resource, e.g. http://iaroslavski.narod.ru/xsd.xsd
4. In schema.xsd add import to xsd.xsd 
5. Import is added, but with bad empty location => import is broken.
