Step over also fails for me for NetBeans module projects. This is caused by stepping filter. In Tools -> Options -> Miscellaneous -> Java Debugger -> Step Filters we have a filter on java.lang.String by default. If you uncheck that, step starts to work. Reducing to P3 and leaving open - we should probably ignore the stepping filter if we start from a position that would be filtered. See also bug 184612.
