I go to http://services.netbeans.org/pluginportal-2.0/plugin-publish-step1, click on "Next" and I get an un-styled white screen (see screenshot). I am unable to create a new plugin.

I forgot to mention - select the "I don't want to upload a the plugin now.." option

When I tried the same in Firefox 3.5, I also do get to learn the path where everything is installed:
