Build 200202010331 JDK1.4.0build92
Here is a test case:
1. create a new java file (aaa.java)
2. remove whole contens of the file 
3. save the file
4. in the explorer inkove a popup menu and select Add -> Class
5. fill in a class name (aaa) and confirm
=> attached exception

The issue has an easy workaround: create a blank line in the document,
then it works OK.

Still indirectly blocked by #17061 (14546 was marked as a duplicate of
that issue)
