With the support for per NB version downloads, there is no way to specify that a previous nbm works on a new NB version. (but if you download an nbm you can specify that it works on multiple versions)

To reproduce
- goto plugin portal: http://plugins.netbeans.org/PluginPortal/
- click my plugins
- click "edit" for a 7.1 plugin
observe that:
    Basic plugin information
    Supported NetBeans Version:	7.1
does not have a way to specify additional supported versions, 7.2 in this case.

Note that when you click on "Add binary" you are able to specify multiple supported versions.

This is by design. Only one version per binary. If you need same binary to serve more versions, you have to re-upload it multiple times for all the versions.
