If I take a working {@link} and move it into package-info.java, then the editor  treats referenced classes as unused. Fix imports won't add references for them, and will actually remove any imports the user enters manually.

To clarify, this bug triggers compiler errors.

If you have "Format on Save" enabled, you are forced to temporarily disable the feature in order to update package-info.java.
