Operating System = Windows 7 version 6.1 running on amd64

Reproducibility: Happens every time

STEPS:
  Execute Debugging Toolbar test case:

  http://services.netbeans.org/synergy/client/app/#/case/1264/suite/1879/v/1

ACTUAL:
  No buttons are visible in the debugging view unless an application is currently being debugged.

EXPECTED:
  Either the buttons expected by the test case should be always visible, or the test case should be amended to request that a debugging session should be in progress, in this case the small arrow box that houses the buttons during a debugging session should also be removed when there is no debugging session in progress
