When a set of NBMs, which includes localized NBMs,
are downloaded to be installed manually, the
localized names of the NBMs are displayed as
regtangular boxes or squiggly unrecognized characters.

Steps to reproduce:
. Download or create a set of multilingual NBMs
contains English + Japanese + Simplified Chinese
on the local system.
. Start the IDE in English locale
. Select 'Update Center' from the 'Tools' menu
. Select 'Install manually downloaded modules'
. Add the multilingual NBMs on the system
. Select 'Next'
. In the 'Select Module to Install' panel, the
names of these localized NBMs are displayed in
square boxes or weird characters.


The desired behavior would be that the AutoUpdate
client would detect the running locale on the
system and only display those NBMs for that
locale.  In addition, a dialog popup would inform
the user that here are more NBMs in different
locales detected but not shown.  If the user wants
to install thoses, s/he must exit the IDE, reset
the locale environment and use the autoupdate to
install those modules.

It's de facto duplicate of issue 33096 (I added 'oslo' to issue's
whiteboard there).
I don't see good way to do filter the NBMs by current locale. Users
would report that don't download e.g. the Francois L10N and German
L10N at once if s/he runs IDE alternately with different locales.
Better will be display names in English as default if the locale
doesn't match.
