To prevent various ugly hacks spread over the codebase (like
org.netbeans.modules.diff.EncodedReaderFactory or
org.netbeans.modules.tasklist.providers.SuggestionContext), we should have an
API to be able to retrieve the encoding of a file content.

Issue #56318 could be solved in a much cleaner way if we have an API for that.
