When you save a shortcut to an Ant target as a toolbar customizer, it should
show up in the Toolbar Customizer dialog box. Presently it doesn't.

at the moment the toolbar customizer works with actions defined in the Actions
folder in xml layer only.

not a regression -> switching issue type to 'enhancement'
