User has requested that the following be localizable in Bundle.properties of module:
1. The word 'Steps' in the panels.
2. The 'Back', 'Next', 'Finish', 'Cancel', 'Help' buttons
Currently these cannot be localized by user.

These strings are all part of the platform and are already localizable as such
(e.g. by getting a localization pack of the platform, if we made such; see
translatedfiles.netbeans.org).
