Create a new JSP file.

Navigator pane is empty. Does not seem to parse the contents of the JSP file to
allow you to see its structure, unlike in the Java editor.

Same thing happens for HTML files as well, BTW.

The JSP navigator is not implemented yet. I might be in netbeans 6.0
