Description:
DESCRIPTION OF PROBLEM

After creating a new toolbar, its really hard for the user to find whether they
had created the toolbar or not because it merely displays a line (thought it was
a separator at first).
Can it be replaced with an icon or even the name of the Toolbar in label be
displayed in the place of line ?

STEPS TO DUPLICATE
-------------------------
1. View--> Toolbars--> Customise
2. Press New Toolbar
3. Enter the name and click OK.
4. Gets a line.
WORKAROUNDS

Workaround:
Any workaround found by the tester is in the Description field.

i agree that newly created toolbars are not very visible, just the toolbar grip
is showing...

I like the idea of showing the toolbar name if a toolbar is empty. So if the user creates a toolbar it would 
contain a (disabled) toolbar label. The label would disappear if the user adds at least one button into the 
toolbar, and appear again if the user removes the last button.

But I'm not sure how it would work because I haven't visualized it.
