Use case: User wants to pan around the diagram quickly. 

Recommendation: Add a pan control like people are familiar with from Acrobat and
new GoogleMaps UI.

Verified the fixed is in Gavotte Milestone build 2.

Need to better describe this feature -behavior better for docs and QE. Assigning
