Use case:
User is in BPEL source view.
User wishes to switch to Design view and have Design view position correspond to
the current source view position.

Scenario:
User is in BPEL source view.
User selects context menu action "Go to Design".
IDE switches to Design view and the selected Design view element should be the
one which most closely encapsulates the section of code which the user was 
viewing at the time they invoked the Go to Design action.

This should be similar to feature already available in XSD editor. 

This issue is a narrower feature based on the broad topic discussed in feature
88924.

It works fine and would be good to have uniform shortcuts for the actions in the
editors. There aren't any in the XSD editor and we should check even other
editors in the NB.
