change the way resource definition are persisted from multiple files to a single
file, based on the sun-resources DTD.

Changes required to move from multiple resource files to single file is in process.

I will be pinging Peter later this week to leverage some of his knowledge on
propagating the changes done for the server descriptors for multiview to
sun-resource file.

Removed dependency on 54777. This change can happen parallel to 54777.

this is done
