When using the wizard to create a WSDL, the user ends up with a
plnk:partnerLinkType inserted automatically.  It would be *great* if there were
a checkbox that was on by default, but that the user could un-check in order to
prevent this.  This could potentially make the tool more useful for folks who
are not planning to use BPEL but they still want a tool that can generate WSDL
files for them.

Additional checkin:
disable showing the generate partnerlinktype check box on add operation dialog.

Verified works as designed in JavaCAPS M6 installer build on Windows XP.
