Using M9

In Web Service Designer, during operation addition, even though there is an
Exception tab but there is no way to add it in the designer. I tried adding an
Exception in the source view and it expects javadoc tags (@throws) to exist
otherwise. Adding the exception in source code does not propagate the changes in
Designer.
