build the needed infrastructure to have partner services discovered and added to a palatte which attaches to the REST
service so that the users can call these value added services from the REST services.

I believe this one has been implemented largely.  Currently we have WSDL based components definition from XML file and
get loaded automatically in the REST palette.  

There might be bugs or minor adjustments which could be filed as defects but I think this feature could be closed as
completed.

Ayub, please review and close if you see appropriate.
