In order to avoid having a mess of doubtful plugins on the Plugin Portal it is important to implement some basic
validation of the NBM file(s) during their upload to the site. If plugin does not include any licence text, module
description is not available, no author is set or release date, Plugin Portal should not allow user to complete step 2
of the publishing wizard.
Until this enhancement is fixed and deployed we can't turn on Community Contributed Features Update Center in NetBeans
