When the debugger times out, it suggests that the debugger is not configured, but then refers to the "debugger
documentation," but I have no idea where that is.  Can't you have a button that takes you to the appropriate help
context?  My search for information on how to set up the debugger was pretty much fruitless.

I'm making this a P2 because it has a very negative impact on the user - you can't use the debugger and you don't know
why or how to fix it.
