I disapprove publishing to the live Update Center since javaee module (javax.nbm file) does not contain any license. Vince please fix this and attach the updated NBM file to this issue. Then we can proceed further. Thanks!

nbm is from http://java.net/download/javaee5/sailfin/trunk/nightly/Darwin/sailfin-image/jars/sailfin-image-SNAPSHOT.jar of 31 May 2008.
The new version of NBM is now staged on the Beta UC for NB 6.1

Looks ok. Will the sip development nbm's get signed before they go love on the "real" beta update center?
I general, NBM gets signed during staging procedure. The sip development nbm was already signed with other key and therefore automated signing failed. I fixed it and re-staged the module. Now it should work fine.
I just got done with a recheck... the Plugins manager says some of the modules are signed but not trusted... is that what I am supposed to expect?
I apologize, I haven't noticed that all the module NBMs were signed with other, non-nb key. I re-signed them wit NB key and now ii should be OK. Message, that modules are not trusted should not appear anymore.

I pushed the module live.
I have one question Vincent. Now there are 3 plugins visible: "SIP Projects", "SIPAgent" and "SIPTAAntTask". Does it make sense to install only the 2nd or 3rd plugin? In other words, why there is not just "SIP Projects" plugin visible if the other two look like required libraries. If it makes sense to install only "SIPAgent" plugin then it needs some description. Can you please clarify this Vince? Thanks!
SipAgent could be installed (with its dependencies) as a module. SIP Projects depends on SipAgent and SIPAntTask. SIPAntTask probably should not be visible. What changes do I need to make to the project to make that happen on the UC? I will add some info to the Sip Agent.
You should update module descriptor i.e. change the content of /Info/info.xml file to contain this statement: <manifest AutoUpdate-Show-In-Client="false" instead of default ="true" value. Thanks Vince!
