Issue: A participant can't find how to create 
a new file. He is looking into main menus, 
completely ignoring the project structure and 
contextual menus. Moderator is pointing him to 
use the contextual menus. Analysis: Context 
sensitivity of New action overdone.

Recommendation(s): Make sure common actions 
like New are accessible in non-context 
sensitive form from the main menu.
