I'm sorry. Regarding the help title, I realized that the title message comes from masterHelpSet.xml. This is l10n issue. I have fixed and integrated it in CVS, and verified the title in the latest build. Tool tip issue have remained.
Netbeans does not localize Java Help messages. These are localized in Java Help and are set according to locale. See section 6.1 in JavaHelp 2.0 System User's Guide. Is Java Help localized when you have correct OS locale? If not I have to check it.

I think that, since Java Help has no translations for some languages, a way to add this into NetBeans. I know that the correct way is to fix this before in Java Help project, but we know that this can be a problem when we already have a stable version of a project (Java Help) into another (NetBeans) and make necessary a change at first because the NetBeans project. What I mean is that, IMHO, we need a way to incorporate translations for Java Help or any another project (as Swing for example, which is already possible), without necessity to change the original project. I hope to be clear.
