Provide feature where existing or new PHP base web application can be opened for
edit in NetBeans.  The feature, perhaps a project type or pseudo project type
using generic freeform, shall allow for a loosely coupled integration with a PHP
runtime (e.g. conventional LAMP, Sun Web Server, etc.) with the performance goal
for zero-deployment in the developer use case.
