The Struts support has to be upgraded to support the latest version of Struts.

I think must keep struts 1.2.9 in netbeans.
Struts 1.3.x perform the "Chain of responsibility" pattern , is more different
from 1.2.9 by default(without specify the legacy Controller for v1.2.x)。
I think the struts 2 may be enter netbeans

need sturns1.3 plgin is required for netbeans 6.1

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
