1. tomcat 1.4 project, drop a basic table
2. change the theme to green. table remains default color in webform.
3. stop the tomcat server, clean and build.
4. deploy. table is themed green ok.
5. back to webform, do preview browser -- is still default color.

Winston looked at this and it appears that the defaulttheme
is not removed from the Libraries when the switch is made
to greentheme as it should. Actually both themes
show in the libraries list. Changing to project.

Removing libraries is not working yet. Libraries management will be totally
rewrite for M9.

It's fixed in the trunk.
