As per Jano it's OK to keep the current panel for M9.

There will be no UI changes for M10. Additionally the UI spec will be revisited for Beta, thus this issue might turn out
to be irrelevant. -> TBD

changing target milestone to beta2 since all UI spec issues are going to be fixed only in beta2.

The "Loading bundled registry" message has been replaced by "Configuring Installer" long ago, the position (at the top, 
not at the bottom) is ok due to the updated ui spec.

should be read as "...(at the top, not at the center)".
