The "Preprocessor Blocks" menubelongs into the Source menu because it's an IDE specific source 
editing action. The Edit menu contains only regular editor actions like cut/copy/paste/delete, macro 
recording and search actions.

Recommendation: Move the Preprocessor Blocks menu into the Source menu. Position:

This issue should be fixed for 6.0 M10. Reasign to responsible engineer.

I'm fine with *P3* as long as it gets fixed for M10. The Prepocessor Block menu item cannot stay as the 
very first item in the Edit menu for NB 6.0 because mobility is now part of standard bundle and many 
users would install it even if they don't really use it.
