When invoke the Plugin Manager is default opened on Updates tab but this tab
could be often empty. In this case the tab should contain some information or
promotion of content of Available tab, optionally by plugin's rating or download
rate.

The empty table should at least contain a simple message, like a gray text in
the middle of the panel saying "<empty>". This is the case not only for the
updates, but also for the tables under other tabs as well.
