Currently the Licenses category appears as the second category in the New Project wizard of Java 
Application project. It shows up also in Web project and probably other projects as well. 

I don't know what's the reason to show this category and what are the templates good for. In any case, if 
we need those templates they should be placed in "Other" category and the Licenses category should be 
eliminated.

I have no idea who's supposed to fix it. Tondo, please reassign it to approprite module.

This should be fixed for M9.

License template files are imported by other templates. They are used as headers
of other templates. They should be customizable in the Template Manager but not
offered by the New File wizard to create new files. You can read more in issue
#95399.

It was already fixed in
