Currently, when adding a new plugin, it seems to be possible to create a
completely new category:
http://plugins.netbeans.org/PluginPortal/faces/AddPageStep1.jsp

If the community does this, we will end up with a big mess in the category list.
I believe there should be one authority which decides about the categories, and
plugin authors should be required to pick from the existing ones.

Additional minor comments about this page:

- The label "Additional Categories" is confusing - additional to what? Shouldn't
this be just "Categories"?
- The URL of the page contains "AddPageStep1", however the page itself is
labeled "Step 2".

Changing to enhancement. The currently functionality is working as specified and
as designed.

This has been resolved in Plugin Portal 2.0. Only administrators can add new categories now while users can still ask for their creation by submitting TASK against updatecenters/Pluginportal with "New plugin category proposal" summary and justification.
