It will be nice if a notification is sent to the plugin owner when a user

1. Rates the plugin. It would be nice if it was possible to find out which 
user rated the plugin.
2. User comments on the plugin.
3. If the user is rating the plugin less than 5, will it be possible to 
encourage them to enter at least some comment indicating why they are rating 
the plugin less that 5. That way it will be possible to discover shortcomings 
of the plugins and improve them.

The plugin owner now gets notified when comments are entered.  Because the rating CAN happen very frequently, triggering
an email when it's changed can cause an email storm.
