JAX-WS currently supports SOAP 1.1 and SOAP 1.2 wsdl:bindings in usual from java
scenario therefore we should provide some way for user to be able to set it in
the designer (with SOAP 1.1 set by default).

Using SOAP 1.2 also forces us to run wsgen before deployment (with
protocol="Xsoap1.2" and extension="true" wsgen's attributes) and package WSDL
with an application (see https://glassfish.dev.java.net/issues/show_bug.cgi?id=631).

This can be seen also as an enhancement - feel free to change the type of this
issue after evaluation.
