have Basic IDE + Enterprise + SOA (to workaround issue 106515)

-create a web project
-create a ws from wsdl in it
-import the project into some VCS (I used local svn repo)
-go to edit ws attributes -> wsdl customization (context menu on ws node) and change there something (eg. uncheck Global
customization -> Enable Wrapper Style checkbox), close the dialog and refresh ws impl class
-open context menu on the wsdl file node in project view (it's somewhere under conf files -> xml-resources -> web-services)

=> there are missing all VCS related menu items on the node (in my case Subversion and Local history menu items)

Fixed this. I had to delete my usrdir to see the changes.

Reopened this issue.
Reverted the fix becoz of 120535. 
This is pending fix of 120166.
