Split CompApp/CASA feature, IZ#104540, into two parts:

1, cover by this ticket, a project plug-in framework for adding SE project types.
2. cover by 104540, add aspect project support on the top of project plug-in framework

It appears that users can add SE project plug-ins that can be used in CASA.
