When I first click on Tools -> Options -> Browsers -> ICE Browser, the 
preferences panel doesn't show any preferences.  After clicking on one of the 
external browsers, and click back on Ice Browser, preferences show up.  I 
reduce font size, which is reflected in browser after reloading the page.  
However, after quiting and restarting the IDE, browser font sizes remain at 
initial defaults.

fixed problem with non-persisent settings for IceBrowser in trunk and NB3.2.
Showing of properties is reported as bug #11285
