There doesn't seem to be any way to activate the "Create new Visual Web JSF" option, when you set up a NetBeans project using an "Existing Ant Sript." There isn't any technical reason why this shouldn't be possible. If necessary, a guide could be supplied to assist the user in reconfiguring their own ANT script in order to do a proper compile of the new Sun Rave JSF pages created using the Visual Web Designer. However, even if no such guidance was supplied at this option was treated as a "Do so at the risk that your project might not compile using your ANT script," then I feel that would be acceptable. The example web project I made had the SRC folder under the WEB folder, lateral to the JSF and WEB-INF folders. My opinion is that this is a major usability problem. When a person who downloads NetBeans for the first time and hooks it up to their existing ANT-based project, can't use the Visual Web Designer (a major NetBeans feature), then they'll probably un-install it an go back to Eclipse. IMHO.
