Error tooltip hides gutter context menu

Steps to reproduce:
1) make syntax error (e.g. missing ;)
2) on the error line press alt-enter to open error tooltip
3) right click on error annotation in gutter
-> menu is partially hidden under the tooltip, see the screenshot

Reproducible in a dev build. It also affects editor popup menu and probably other things too.

Resolving all issues with milestone "future" as LATER. If you feel strongly that
it should be implemented please reopen and set the target milestone to "next".
